Emulator only running at 100% properly

I encountered a strange issue where my emulator(for all games) will play corrupted audio(at speeds other than 100%) and cannot speed itself up(if you want to ignore audio). The only issue I have encountered before is the emulator forgetting what is/isn't turbo when I log in and off, but it is usually fixed by resetting turbo mode and turning it off and vice versa. This is not the case with my particular issue.
